At what age should you start potty training a toddler? And what are some good tricks to help them out?

I have a little girl she my first child so this is my first time. She 16 months about to be 17 months in a week, and I just potty her a potty, but she wont go she scared of it. I dont know if she maybe still to little or what. I believe she ready cause whenever her pampers wet or dirty she starts pulling on and takes it of.Please help and Thank You!
