Why is my little cousin such a ****?

My cousin is 9 months younger than me, he is small for his age and he is homeschooled. He has been for all of his life pampered, he can't go a week without getting something new or getting my aunt to buy him whatever I have. He doesn't understand the world and I'm curious as to why he acts this way.
